The Drug-Free Safety Program (DFSP) is a voluntary BWC incentive program to help employers establish a safer and more cost-effective workplace. By implementing this program, an employer can address workplace use and misuse of alcohol and other drugs, including prescription, over-the-counter, and illegal drug abuse, and take appropriate corrective action.
In order to meet your company's needs, the BWC has developed two levels of participation: basic and advanced. For employers that participate in the group rating experience program, the Basic program discount is not allowed to be stacked on top of the discount the employer is receiving for group rating. Under the Advanced program, the employer participating in the group rating experience program may only receive the incremental difference between the Basic and Advanced level benefits (3%).
- Completion of a safety review
- Timely accident reporting
- Accident-analysis training for supervisors
- Development of a written Drug Free Safety Program policy
- Pre-employment, and/or new hire, reasonable suspicion, post-accident, return-to-duty and follow-up testing required
- Annual employee education and supervisor training
- Provide list of local community resources for employee assistance programs
- All requirements of the Basic level program
- Commitment to put together a safety action plan based on the results of the completed safety review
- Alcohol and drug testing requirements as the Basic level program along with random drug testing of 15% of the average annual total work force
- Public employers are only required to perform random testing to safety-sensitive positions or functions
- Annual employee education and supervisor training
- Expansion of employee assistance program to, at a minimum, facilitating and paying for a substance assessment for employees testing positive who are offered a second chance and who retain employment

Employers must develop safety and health processes customized to their operations integrating safety with all aspects of the business operations, including production, quality and service delivery. We will work with you to document and develop corporate processes and procedures as well as review current processes in place and identify gaps in the system.
Written policies are developed by a Human Resources professional specializing in drug and alcohol testing. We work with you to customize the policy to meet your company's individual needs. Updates and reviews are provided to keep your policy effective and current. Clients who elect this service will be provided with progress reporting assistance, technical support, employee assistance guidance, grant assistance, program consultation/oversight and support.
Educating employees about drugs and alcohol and raising awareness among your workforce are key ingredients to a successful and effective program. A qualified and professional staff of trainers is available to conduct on-site education sessions. Train-the-Trainer, online, and audio cassette/cd educational services are also available.
It is important to provide your supervisors with not only the information but the supervisory skills required to implement your Drug-Free Safety Program effectively. An understanding of their role and responsibilities will ensure appropriate action is taken in the event an issue presents itself.
